I worked for a company for a brief time that has us fill out time sheets in 6 minute blocks. So each hour you had to fill out 10 lines with cost centers, which often would be the same for several hours; this was the replacement for the previous 15 minute time block tracker.
my solution to the tracking bs was to add an additional tracking field labeled "time tracking" and putting at least 25% of the time in that bucket. Pete in AR
