having lived in Philly, I know that the hood rats will steal anything they can given the chance. even if they can not use it or sell it. just the act of taking something from some one else seems to get them off. it like they won something ? they just don't want you to have anything . they built the "projects" in 1967-8 within 8 blocks of my home. inside of a year. everyone was locking up everything or it got stolen at night. by year 2, white flight started bigtime. what used to be a solid blue collar neighborhood turned into a shithole inside of 25 years. all of the old whites died off and investors bought the homes for section 8 housing. all of the stores closed down and nail shops start to pop up 2-3 on a block. corner stores had 90% or more behind plastic. or they went bankrupt inside a year. it wasn't until I moved to the hills did I start seeing stores like above again. I never live in a city with a bunch of "them" again.
I moved to Center City Philadelphia back in the early 80's. It was fairly decent to live there back then. The ghetto was West and North Philly, and the ghetto rats pretty much stayed in their own neighborhoods. About ten years later, when crack became the drug of choice in the ghetto, the city went into a downward spiral. Talk about locking doors, windows with metal bars, and 911 on the speed dial. Today, the ghetto rats seem to be in total control, and the cops can't do much about it because the DA is a pussified rat.
